This is a story of a small town, in this town a temple of Devi is known for its virtue for the lovers. Every year many love birds visit it for praying and seeking the blessings of this pious deity. The town's famous and only hotel is owned by Kapoor Sahib (Shammi Kapoor) is not running well because of the poor turnover of tourists. This caused a financial set back to Mr. Kapoor who is under heavy debts of a local banker Mr. Khanna (Prem Chopra).

In the meanwhile a murder takes place in Kapoor's hotel causing further problem. This murder brings his hotel business to a collapse. Kapoor summon his nephew Chand (Krishan Kumar) a famous singer to this town to assist him in his business. Temple trustee Amarnath Kathuria (Deven Verma) and priest Acharyaji (Pran) organise a big fiesta to attract tourists, but on the eve of festival someone kills Acharya's elder daughter Ragini (Shabnam) in Kapoor's hotel.

This turns whole town upside down. Police Commissioner Anees Jung (Manohar Singh) and Inspector Dave (Govind Namdev) are all set to find out the culprit, they suspect Chand, a local travel agency owner Chander, Hotel's waiter Charlie (Shiva) simultaneously they enlist many others. Subsequently the younger daughter of Acharyaji, Sonu (Tanya Singh) also arrives in the town, to find the killer. She believes that her sister's killer is Chand. Sonu's regular meeting with Chand seems to be a growing love affair.
